"target champion only" is permanently on

so since neekos release all my custom stuff reset bla bla.

i always had "target only enemy champions" set on my X button. when i held it down, i only targeted enemy champs. when i let go, i can target anything again

now its like this when i press it, no matter if hold or not, its permanently on, i can only target enemy champs. i have to press it again to turn it off. does anyone know how i can change this shit to "holding it down" again please? it fucked me over so many times already, im just used to holding it and letting go.
