Isn't it part of the Lethality problem due to how it's crowding out BFS or other ADC starter items? 1100 gold for its stats is kinda OP, especially considering the ease in which you can get it compared to

It's supposed to be a better item, for its cost, but the crit and lifesteal swords are supposed to be more powerful for the slot

I kinda find it weird that it's stat block is on par with it's upgrades. Simply having Dirk is a cheap source of Lethality and Out of Combat Movementspeed. Especially as an early item, as build dirk instead of buying boots on your first back, you can return to lane almost as fast. And if you buy it along side boots, you will return to lane just as fast as most people with tier 2 boots. (Minus Mobi or swifties)
And that kinda speed with the first back, is compounded by the longsword + 3 pot start. Meaning you can likely get a Dirk even if you were forced out of lane Early.
