Brand may be top tier right now.
Brand whether mid or support has some pretty interesting potential against a team with multiple (2+) tanks.
is all he needs to become incredibly painful to HP stackers, and most tanks heavily itemize armor over MR because %health magic damage is rare. While Brand isnt reliable thus has a poor laning phase, in the teamfight phase there will be enough allied CC and AOE for him to land alot of damage.
if he gets farm mid he can build semi-tanky 
while being a gigantic teamfight threat. As a mid, after he casts all his burst, it is irrelevant if he lives or dies (but the enemy team is probably dead at that point). If he doesn't get picked off before a teamfight, it is very hard to win.
