Why is there no "STAY TUNED!" message in the client/website lore segments to tell people "Calm down!"

The cynic in me would like to state:

Those are the full lores, that's why!

The rest of me hopes that that part is wrong.

Because they're not going to calm down even if Riot released the entire plan.

those are little things for players to learn about the champ, such a huge majority don't care about long winded or even short winded stories, all they care about is the champions so no reason to tell them stuff they don't care about the lore can be handled in other ways like vids or with luck tie in novels.

There are plenty of lore fans, so enough people do care. Saying a "huge majority" don't care is not a good argument for having limited lore output.

That said, I am waiting to see what Riot does to make up for their sparse character bios.

Yes there are plenty, If riot felt lore was pointless they would have ditched it not try to make it a viable franchise.

But most people looking at the in client bios just want to know what's this champs deal, they don't want to read a 4 paragraph story.

Think of these as those little quotes at the bottom of a Magic The Gathering card, Adds flavor, but if you really care you need to go read the books.

I just don't think its unreasonable to ask for them to read a paragraph or two. It still can't flesh the character out completely, but you at least get a good idea of their history, personality and goals.

I understand the current client bios for Shurima are "to be continued" but months later when someone is playing this game for the first time, are they really going to truly get an idea of what Skarner or Cassiopeia is from these few short sentences? I don't think so.
