Herm.. it actually allows tank jungler to becomet tanky with ninja tabi. 10% off AA is a blessing VS adcs... Sure, tenacity is crap VS the all new fancy champions with knock up, but in some cases it still works.

As someone who plays only AP when i jungle (i dislike most AD jungles) i would hate to have a flat mana increase. Sure, mana would be nice on Sej, but if i had to trade the tenacity for something i'd like it to be something that'd help in fights (like tenacity would) not my clear. Percent HP or a orb of winter shield or something. idk.
