Why are Rune Pages 6300 IP when it costs between 4,300 to over 28,000 IP to actually fill ONE?

Cheapest of the M/G/S: 102 each - 918 for 9 The next price M/G/S: 205 each - 1845 IP for 9 The next price M/G/S: 410 each - 3690 for 9 Most expensive M/G/S: 820 each - 7380 for 9

Cheapest quints: 512 each - 1536 for 3 The next price quints: 515 - 1545 for 3 The next price quints: 1025 each - 3075 for 3 Most expensive quints: 2050 each - 6150 for 3

Absolute cheapest: 4,299 Most expensive: 28,290 The page price itself: 6,300 for 1 (excluding sale price since that's only occasional, which is even then still 6,300 for 2)

This isn't even considering the fact that multiple rune pages for a variety of situations/uses/countering & synchronization purposes is extremely helpful (past the limited default 2). This is also considering the fact you can't edit the pages like you would with the masteries in champ select for some reason.

To everyone out there who's played for an extensively long time and owns every champ/every champ they care about and still has like 1298901284901283 IP left, this isn't about you. This is about people who are still gaining and saving/spending IP as they play. And I know it's not just me, because I've seen tons of various remarks/complaints/discussions/etc about this across both Boards and Reddit and a variety of other places.

So yeah. Why?

Because thats a false statement. If you buy 9 attack damage runes, you can use it for multiple pages. I just bought 2 new rune pages for 6.3k ip and filled those 2 with new runes only of Health. So i didnt even spend that much
