Making flat armor penetration into a named unique passive would solve so many problems right now
no longer stacking would make maw at least slightly less attractive.

Maw is fine. About as fine as Zhonyas is.

Hourglass costs so much and is so cost inefficient that you shouldn't buy it unless you absolutely cannot survive without it. Maw is efficient enough and gives enough all-around stats that you can basically justify buying it against any team that has more than zero sources of magic damage. The
build basically just makes you immune to burst mages unless they're fed to a completely unreasonable degree.
If you have enough health to benefit from
, then you're probably someone who's not supposed to get targeted by burst mages regardless...

Yeah, because
are totally not the intended targets for burst mages while coincidentally being the best users of the
build.
Kalista is like the only one of that list that a Bruiser or Flat Penetration item would make little sense on. The other 3 either want/need the extra health for their role and/or are Burst based Assassin like champions who want Flat Penetration to kill squishies.

Well they're all clearly building those items and doing extremely well with them.
Which is the point. Graves, Kindred, and Quinn make perfect sense for those items, that's perfectly fine to see their interactions with it.
PSA Cloth armor gives more armor than
can penetrate
