At this point, after the amount I've read, played, watched, and waited, I don't think there's any conceivable conclusion to the atrocious current balance state.

This is easy to fix. If someone on the balance team sees this, please consider it. I'm not trying to be cruel (I apologize if I come off that way). If some Rioter could drop in ang give some info on the state of the balance team's playing schedule that would be fantastic, if I'm wrong so be it. But if this isn't the reason I think League is going to be in trouble for a long, long time.

Fiora Graves Gangplank and others like them are still unbelievably toxic, and it doesn't take too many games to realize that. XinZhao is absurd and Zed doesn't have much risk involved for an assassin of his caliber. Champions like Sejuani and Sion have almost been straight up abandoned. Marksmen are everywhere just because armor itemization is garbage now and ad itemization is amazing.

It feels like you could drag a group of 8 or so people who play a mere single game a day with no data or statistics and they'd do much better at getting the game in a healthy state. I miss the days of being able to see Amumu Gragas JarvanIV Nautilus Nidalee Rammus Trundle or MonkeyKing in the jungle and not having inherent disadvantages other than those that were created when comparing team compositions and counterplay options for the enemy team.

Towers feel like garbage.

Getting 2-3 inhibitors destroyed might as well be a death sentence unless you have an enemy inhib down yourself.

It feels like individual classes reach their mid/late game status sooner than others.

The game just in general feels less fun, and I'm sure something would've been done about it by now if the balance team actually noticed it.

HOPEFULLY! What the heck do you expect? Do you really expect all INHIS to be down and still have a 40% chance to win the game? Losing after taking 3 Inhis down without having any down should be outrageous. Goddamn, what am I glad that you do not balance this game.

When I started playing this game, a lot of more experienced people told me they balance around the LCS (which is crazy since it doesn't account for even more than 1% of the community).

I agree mostly with your post, except:

With options such as item 3742, item 3143, item 3110 etc. I don't think armor itemisation is really that bad, it's more just an issue of AD itemisation being too strong. In particular, item 3142 and item 3147 need nerfs, but a nerf to anything with Zeal in it probably wouldn't go astray either.

This is a normal part of the game, I don't get why you'd complain about this. It's just part of balancing that some champions will tend to accelerate at different rates. It's OK to reach late game status fast if it's difficult to get through the early game, for example. Not saying this is the case currently, but I think it'd better to complain about the lack of conceivable weaknesses for some champions (e.g. Corki) rather than the rate at which they reach a certain power spike.

Finally, just a small personal suggestion if Rito ever reads this thread:

Zed can easily be fixed by reducing the range on his ult's RETURN (when he uses it to escape after comboing). Currently his R has extremely large range - if you somehow walk like halfway across the map you can still basically return to his shadow. If there were more risk associated with flashing/W dashing after a fleeing enemy, it'd make Zed require more skill without making him strictly weaker. Give his ult return the range of, say, a Lux Q.

Zed's safe for an assassin.

Yeah that's because unless you're an immobile champion with no flash, no hourglass or QSS, or a defensive summoner or exhaust, he can't kill you.

And if you do happen to be immobile with no flash hourglass QSS defensive summoner or exhaust, even anivia can oneshot you.

He's mobile because you can negate almost his entire burst.
