This line of thinking has been explored as a replacement TO crit, not an alternative playstyle.
The idea of making Energized attacks "the crit" would be about adding burst from items to basic attackers, and it would most certainly be less than current crit.
But with this in mind...
(Items are unchanged except where reasonable, gaining these energized focused effects)
Energized: Basic attacks and abilities grant 5 stacks of energized per attack and apply all unique energized effects. (Base damage, added damage, bonus scaling, bonus effects. Damage and scaling will be overwritten by the highest value)
Fleet footwork: Maximum energized stacks reduced by 20
Rapid fire cannon: Maximum energized stacks reduced by 30
Phantom dancer: Energized stacks gained increased by 5
Statikk shiv: While out of combat moving increases energized stacks by 1 per second.
Runaans Hurricane: Bolts apply energized effects and generate 1 energized stack per attack
Essence reaver: Energized attacks restore 10% of mana and deal an additional 1% of mana as magic damage
Storm razor: Energized basic attacks and effects critically strike for 150% and grant 25% movement speed for 1 second
Infinity edge: Maximum energized stacks reduced by 20. Energized effects gain 0.1 adaptive scaling
Ludens echo: Energized effects apply to abilities and adds 0.25AP to energized effects.
Runic echos: Energized effects apply to abilities and reduces maximum energized stacks by 50 while in the jungle.
