If Rengar can have hybrid ratios, why can't Evelynn?

When Evelynn's rework got revealed, I was one of the few Evelynn mains who didn't care about her AD ratios being gone. When a fellow main complained to Riot about the matter, he was replied that hybrid assassins have been pretty difficult to balance and overall cancer to play against, to what I thought "Fair enough, Akali is pretty hard to balance in that respect". Now though, Rengar is having his AP build aknowledged and improved by Riot in PBE, while Evelynn is sitting there and waiting for some AD ratios. Can you explain me the difference, Riot?

From my understanding, his AP is only on his W.

With Eve, they wanted to balance her around her burst playstyle and an AD build is better for sustained damage.

Eve is one of the burstiest champions in the game right now (or, at least, she was pre-nerf).
Giving her hybrid ratios not only gives her access to more sustained DPS. It also gives her access to even more low-counterplay instant burst (via gunblade and duskblade).

They messed up evelynn so bad... she is slow, visible and has no damage.

They should have stopped at the visuals and the ult.

I used to play her AD. I despise that she's all AP now, I really do. Of course, that's not the only thing I dislike about new Evelynn.

Also I see people saying evelynn has a high winrate but like not even once have I been scared of an evelynn even in games where Im a little behind because I already know how shes going to attempt to go in on me and I know where shes going to come from. And Ive played alot of evelynn jg and for some reason I do very well on her which I assume is because the enemies dont know how she works.

cus evelynn was solely around building mostly hybrid, rengar building hybrid will not work as well as you would think, he either builds one or the other

I'd be fine with just AD ratio on her E's non% damage, along with the empowered E proccing 2 or 3 on-hit effects to match up with its previous version and give me back my on-hit build

The main problem I had with the eve rework was the way they made her playstyle so unbelievably rigid. She can ONLY be played jungle/AP, where as before she was actually playable in a variety of ways (AD, AP, Hybrid, hell even tank was a fun off meta thing to do) and could be played in other lanes other than jungle with at least moderate success.

Rengar players are incredibly anmoying and vocal, stating how every change done to him since turning his E into a skill-shot was bad.
