Allow double click on bard's E

Sometimes when I play with the pathing of the spell goes nuts and he takes the long road (walks) to get to the place the portal is supposed to take him to, some other times it's worst and he just stands there without going through the portal.

Double clicking E would allow fluidity to his engages and scapes, and would avoid the bugs with his portals too, for him at least.

I know it would bring some "problems" in URF and whenever Bard builds for whatever reason (?), but It can easily be solved by making him able to double click E on the first 1.5 seconds he casts his E.
