Was ad fizz top actually nerfed?

I just played fizz for the first time since the assassin rework or whenever it was that he got an update. I played him top and did the old bork/triforce build and was dominant. I could 1v1 anyone on the enemy team to the point that it was sad. Maybe this one game isn't indicative of him as a whole, but, i am concerned after this, especially considering i haven't played him in close to a year and i went for such an odd build, albeit one which used to be viable.
