Is the Rift Herald supposed to have 100% armor penetration?

No matter how much armor you have, it feels like the Rift Herald deals true damage to you. Don't have Cinderhulk? Too bad, you can't tank it, no matter what.

The big Scuttle Golem is making the Dragon look like a pussy.

That's irrelevant. It's how much damage per blow it does to the person tanking that's OP.

They wanted to make it very hard to kill solo (in fact, most champions can't do it). Because of that, he's got heavy damage.
