Idea for reworking Boots of Swiftness.

OK, since riot can't nerf boots of swiftness anymore other than making it stupidly useless, I suggest you just remove boots of mobility and smack a discount out of combat movement speed onto boots of swiftness instead. Plus almost no one buys boots of mobility and you can make boots of swiftness more unique.

I suggest to bring the movement speed to 45 like all the other boots, and the new/discount passive from mobility boots passive can give +55 movement speed after not being in combat for 7 seconds. Also it still maintain the slow reduction passive it has right now.
