This is a change I would give to it: Stat: 50% attack speed 30MR Unique Passive: Basic attacks deal 42 BONUS magic damage on hit. Unique: Basic attacks increase your magic resistance by 5% for 5 seconds and reduce the target's magic resistance by 5% on hit (stacks up to 5 times). At Max stack the next abilities cast will do bonus damage based on the number of magic resist stolen. (15% AP ratio + 25% Stolen magic resist)

Black Cleaver also is designed to handle the higher resistance stat.

Wit's End isn't an AP item, it's an MR shred item that happens on basic attacks. We already have an MR shred item for casters called Abyssal Scepter, and it's getting an upgrade.
In the meantime, Wit's End is designed for attack-based champions that have mixed magic damage, such as Shyvana and Diana.
And, again, Black Cleaver is more expensive than Wit's End.

JustMyBassCannon2 votesFunny thing, most of them can use Abyssal Scepter if they want AP with the MR shred. AS Cho is an off-build, not really a reason to accommodate, same with AP Warwick. Fizz already has Void Staff and relies on burst.
So, yeah, they do have an equivalent to Black Cleaver. Not an exact copy, because there isn't MS on Abyssal Scepter, but it's AP, HP, MR and MR Shred, so it's totally comparable.

Fun fact, Diana, Malphite and Cho'gath are all AP bruiser type champions. Kayle is a hybrid bruiser. Teemo needs to be reworked anyway, but I see most people building him tanky, so I don't see how this is a bad thing for him.

Basically how it was back in season 2 no magic shred passive that only a few champs make great use of.
Now to go overboard with a concept to make it something really good for late game so that marksmen have things to still rage about besides getting blown up by Leblanc when they didn't get a BV
