Rework/update current champs vs. adding new champs

So as well all know, riot already has that teaser image of chains out for a new champ, however, it got me into thinking that Riot seems to focus more on releasing new champs instead of updating current ones, which do you guys find more important to do at this current time? rework/update current champs or release new ones?

I personally think updating and reworking champs should be a priority right now, a few examples being:
