But it has a 1-2 second CD when she ults and then you have to take into account Black Cleaver, plus not every champion has mobility. In my opinion she is a bit too strong because of how she can assassinate anyone she gets her hands on, plus she can't really be fought when she has her ultimate up.

You should be able to get out while only being hit by 2 to 3 tentacles. If that is enough to kill you, stop playing squishy melee champs and start building aumor against illaoi

Try to trick her through your movement into wasting her ult without hitting you (it has a cast time and only affects a smallish radius around her.)
Remember that her ult is much, much more effective against multiple targets, and that a captured soul counts as an extra target. Try to fight her alone, to not give her a good opportunity to get off a good ult.
Try to avoid letting her grab your soul. If she does, back off and don't let her ult you.
Build armour against her.
Move around constantly to dodge her tentacle slams. They have enough wind-up time that they can often be dodged if you focus on it.
Remember that her tentacles are invulnerable when she ults, so just back out of the area if she casts it and. Do not try to fight her inside her ult, ever. Not even 2v1. Back off and wait for it to expire.
A huge part of her power comes from the fact that her tentacle slams heal her for a lot, especially with multiple tentacles and multiple targets. You can consider buying against her.

From experience, you could try playing a champion that doesn't have issues against her in lane. After a certain point, there's really nothing you can do unless you call your team.
