Should Udyr be able to max out at level 20 instead of level 18?

I recall seeing some discussion somewhere about Riot thinking about letting Zilean have the ability to raise allies beyond level 18 by using his passive, and it got me thinking about Champions who should be able to exceed level 18. One of the most obvious choices would be Udyr, who is the only Champion in the game who maxes out without mastering all 4 of his skills. Regularly, you won't see him master Phoenix Stance because it's not very useful in late-game, but it'd still be nice if he didn't have to worry about leaving it un-maxed.

So should Udyr be able to go to level 20 innately? Or would that somehow make him an unbeatable late-gamer?

It would most certainly make him unbeatable, seeing as he's already a stat-checker to begin with.

But I do agree something should be done. Perhaps make it so that Bear and Tiger each max out at 4, with a slightly weaker max. More similar to how Ryze has a rank taken from his ultimate put into his Q.

Definitely not would make him unbeatable. He would only gain the equivalent of maybe 500-1000 gold from leveling up. That's decent but doesn't make him ever compete with the duelling powerhouses that are Nasus Jax MasterYi Fiora lategame

Except he already does compete with all of them besides Jax, a direct counter.

He competes with them early/midgame but is no match lategame.

There's no reason to let him level beyond 18 innately. Deciding what abilities to max is part of playing udyr, like deciding what abilities to evolve is part of playing kha'zix.
