Reverting Old Nerfs? (Mov Speed/Swiftness Boots)

So I remember when Swiftness Boots was the number one buy a few patches ago because of Runic/Swifties. It seemed like you guys were having a real hard time tackling down the problem so you went on a nerfing spree. You nerfed the item's %10 down to about %7. Good move on your part. Then decided to nerf some of the base movement speed on some champs such as Elise which was a bad move on your part. Later on you decided to nerf the swiftness boots which was a great move on your part. What I'm asking now is if we can revert some of the base movement speed of some of these champs? It seemed like the problem was that the percent movement speed from Runic and flat increase from Swiftness Boots was the core problem- not the base movement speed of champions.
