The only way to stop ranged from buying lethality items is to
cut them in half for ranged champions. Lethality is just too good and honestly i dont see why they wouldn't build it.

I could agree with this.
Alternatively, put limitations/restrictions on the passives/actives of the Lethality items. Some items already have such limitations for ranged characters (Example - the damage and slow of Dead Man's cannot be activated with a ranged attack, but they still get the MS if they build it).
- 10% Movement Speed for ranged instead of 20.
- 3 second duration for ranged, and +10 second cooldown for ranged.
- Cannot proc true damage from a ranged attack. Still grants the ward/trap reveal.
They could actually do this by making lethality apply before Last Whisper.
This would make Last Whisper completely useless in some situations and Lethality less effective in the others.
In other words having 50 bonus armor removed by Lethaltiy before LW is applied will mean tanks will never have base armor touched by LW making Lethality more effective.
Riot wants early game marksmen to have access to lethality.
