no he hasn't an useless kit it is just under numbered intentionally because once in the lcs you could put him 1v2 and win the lane hard and the enemy botlane couldn't go outside their tower so please fear the urgot

The meta that saw Urgot back in the day was Anti-AD counter. Back when duel AD went bot or Ashe/Cait went top. You pick Urgot to reduce their AD. That was the meta.
