being kited by rylais is seriously the most tilting thing in the game, you literally cant do shit unless your olaf or master yi. remove that item no mage should be able to kite when they have cool downs lower than 3 seconds

its not getting the right nerf.
permaslows via dot/minion damage are not affected by it. the stats are being hit, but that piece of shit of an item will be as abusive on champions like zyra, malzahar and other similar champions as it is now.
the only thing they hit is aoe abilities no one gives a fuck about.
being slowed for 1.5 seconds for 40% by a detonating lux e every 10 seconds is not the problem. being permanently glued to the ground by tibbers, heimer turrets and brands passive is.
the worst part is, that these champions are the least affected by the stat nerfs aswell (only the ap nerf really).
what they should have done is nerf permaslows by putting dimishing returns on them and just keep the stats.
