Does Riot promote toxicity?

I'm really curious why a player I mute in game gets un-muted in the end game lobby. Does Riot want you to be toxic back at them because it's the end of the game and no longer effects it? Do they want you to get verbally abused once again so you have to block them completely? Really want to know a reds thought on this.

I've gone 0-30 a few times. raged a lot of times. and trolled almost all the time. for a whole year now. people say they report me, and "have fun with your perma-ban", but nothing. nothing. why riot, nothing?
