Excuse me but why the f*ck do we get buffering when inputting high APMs, but NOT for cooldowns

I just dont understand why when pressing say QE rapidly, your E will cast instantly after the Q, instead of having to wait for input delay between each. Yet we have to time our fingers to our skills cooldowns, with its garbage 3-or-so frame animation it plays once actually availible- which looks similar to still being on cooldown? Also, attack move is allowed. I just think this is a clash in theme between being able to "max out" the speed of the game, and having to take a laggy approach to things. We should be able to attempt casting spells .5s before they are available, and then have it be cast as soon as possible, as long as another input is not put in first to cancel it. Let today be the last day of triple, or 5x pushing of one button in an attempt to get the ability out faster. Let us push ourselves to our highest capabilities, in the natural and heroic way.
