Why does Rengar's roar burst without AP items?

I have been against 2 Rengar's today and they've both just do their stupid-ass roar while they have 0 AP and they burst me down with just that, I thought his AP was too low to burst. :/

It was either they we're maxing it as a 2nd ability or the roar procing thunderlords, which hurts a lot

Damn, can we like....not let Rengar's AP burst like that? if the stats show it as 1/10, why the hell does it nearly 1-shot us? D:

Thunderlords procs with AD too, and maxing the roar as a second ability gives it decent base damage. Rengar doesn't build AP, so if the roar is one-shotting you...something's wrong that you can fix.
