Dodge penalty should be upped to 10 - 20 LP

I don't know what can be said for lower elo, but in average to high Diamond and probably higher, the long queue times and truly baffling frequency in which people dodge constantly make it really distressing to try to play in sessions. Infinitely worse if you're on the heels of a loss/losses already.

I wouldn't even mind if the dodge penalty was upped as an OTP, just so long as I can play the game and not sit in a fucking lobby and deal with dodges stretching to hours.
