Did Riot ever document how many people played like this?

I remember first starting out league and playing on one of the worst computer setups ever. It was so bad that my maximum screen size was probably the smallest ever http://puu.sh/o7ONI/61cfba3921.jpg (my screen was a custom 500x500 and I got messages about it not being compatible) . For the most part I was okay with the size until I went on youtube and saw the amount of stuff other people could see. After that I looked for ways to increase my screen size and eventually found a program that worked http://puu.sh/o7P7z/ee97c57313.jpg (I was incredibly relived to be able to zoom out this far). I continued to use the program for almost a year until I finally got a new 1920x1080 screen and was banned after almost a month or so for hacking. The funniest thing was that I had forgotten the zoom hack was still in my game after so long of not needing to use it and was only banned after accidentally zooming out too far. Anyways my initial question was did Riot know about my circumstance and turn a blind eye until I got the new monitor or could they just not tell?
