Riven can still be played vs Poppy, you want to go item 3071 early though, otherwise she gets too tanky to kill in a reasonably time frame, you can use your E within her W since you still get the shield to negate the damage from it as well as allow you to use your Q rotation since it only blocks 1 dash per use.

but in a teamfight riven wont be able to do anything without her dashes

It only blocks 1 dash, you can still use the other 3 after that.
