Taric got a very big nerf in patch 8.13. E Base damage reduced to 90 / 130 / 170 / 210 / 250 from 105 / 150 / 195 / 240 / 285. R Cooldown increased to 180 / 150 / 120 seconds from 160 / 130 / 100.

Meanwhile Riot keep buffing Zed, Vayne, Tristana, Caitlyn, Lux and Duskblade! Taric's 30 HP heal is nothing against Zed's oneshot! Even with the Revitalize rune and item 3504 item, this heal is nothing! He has to build armor to make any damage, but if you build armor, you can't heal your ADC ( oh sorry, you can heal 30 HP ) but if you build AP or AD, you have no any defense! And the Guardian rune needs buff too because you need to stand VEEERY close to your team mate, and it's IMPOSSIBLE to stand 1cm near him. Especially when he has more movement speed than you!

Zed will be nerfed next patch with the dmg runes changes and the last direct buff he got was the power shift of the Duskblade rebalance, Vayne/Trist/Cait needed the buffs, Lux meh, Duskblane...when was buffed? I missed it.
