Adc can now get mana back faster than mages
Lucian gets free reign over his skills once he gets essence reaver, while cassiopoeia still strugges with 2+ mana regen items. (And her e)

Yeah Essence reaver gives marksmen more cdr for free than most mages can reliably get along with more mana sustain and without compromising their damage. Marksmen get Essence Reaver and one crit item and they have 30% cdr and really solid damge still. A mage gets Athenes/Morellos and one Ability power item for only 20% cdr, less power, and less mana sustain. This was the biggest glaring mistake of the preseason patch in my opinion. And this is coming from someone who really likes a lot of this patch. CDR/AP items need re-examined if they are going to keep ER the way it is.
What is funnier is that one of the reasons Riot gave for removal of mana pots was that ADCs could buy these and spam their skills more on lane. At the same time, they give them tool to spam their skills like crazy mid and late game. All at the cost of nerfing some of the more mana hungry champions that pretty much needed those pots to function properly, eg. Galio, Pantheon... Personally, I don't get their logic.
40% CDR for stocking rockets. 40% Critical Strike Chance. Unlimited mana. Massive lifesteal and shield. Massive poke.
His ability to siege is horrifying.
