Could jungling be more duo-friendly?

Jungle is very, very boring and uninteractive as a solo job. How about two people take smite and clear the jungle instead of one? It would give top or mid something to do and would potentially be a good way for them to push ahead in farm and levels and shine, which is something solo lanes currently struggle with. While junglers' smites are down they could go hold lane after they gank and the laners could go out and smite some jungle creeps.

Also objectives could be gone for more often as only one person with smite needs to be present. Then again, more objectives could be stolen as two people on the enemy team have smite. Double-edged sword and whatnot.
