(Names omitted for obvious reasons) I got lucky someone dodged but why are these people not quarantined and exiled from the game and especially from playing Ranked?

They often say it to make you dodge, but not actually intending on trolling of they don't get their pick. Threatening to troll to coerce other players is harassment and you can report them for it, so either ignore them and pick your lane (if you have pick order priority) regardless of their threat and report them after the game, or give them what they want and still report them after the game.

Dodging the game like they want means you don't report them and they get away with it.

But then if they do troll what I'm going to lose 15 LP as compared to 3 from dodging just to report someone after the game. Should I put support tickets in when I see this? Don't see why there isn't much you can do to prevent things like this before the match starts. I wish there was a sort of system that was more versatile when it came to afks and trolls, maybe being able to vote someone off during team select, or making 4v5's not even count like DotA2 does. Or hell, remove the Lp loss from dodging, I don't see what's so wrong with dodging a game because you want a better team and better chance of winning. Just add the timer penalty instead of Lp loss.

Dodging to pick a preferred team is precisely why we can't do it freely. All it would do is drastically increase the queue time because people would leave every time they didn't get their role or champion, or someone picked something they didn't want to play with or against. Trolls would only contribute to a small fraction of dodges, while people attempting to artificially pad their win chances would be nearly every game. If you want to pick your team, there's another ranked queue for that.
