Nerf the W damage and movespeed(Fix the tick rate to be quarter seconds), give the flame trail back in dragon form. Done, she should be in a good spot again. If still overtuned nerf/rework the passive.

Current stats.
She 'LITERALLY' has no CC measures and not much of a kit to make her tankie(especially since they changed up her passive to have no leveling scaling and start at half the value, meaning she now has to have her team prioritize, fetching dragons otherwise just like kindred she can be extremely ruined without stacks) so to put it plain and simple she's in a fair spot as a aggressive in your face jungler. The added touch of her getting a small health boost when she goes into her ultimate at least makes her able to make up with the lack of her standard CC, since before she had to put more intention to flanking a enemy team and jumping in mid-way in a fight to mop up the enemies and tilt the battle.
She was not much in terms of initiating a fight since her flame trail put her more along the lines of getting behind the enemy, dragon up, throw the flame trail everywhere and burn them while they are running away, while auto smacking them to death. The fact her W gets a move speed boost 'which is DECAYING' much different then a super move speed bonus flat across the board. The only thing i feel she could really use is maybe her passive needs to be a little more expanded since the fact she gets a mini'dragon damage buff and 5 armor/resist per dragon kill and starting at 5 instead of 10 kind of puts her a bit squishie early game, but long as the enemy team is not super clockwork to deny her team dragon kills, it feels like all they did was shift her way of gaining armor/magic resist to a much higher requirement and they may need to buff how much she gets so the reward matches with the fact that dragons are a limited objective requirement.
Originally it was 5/10/15/20 armor at select levels, excluding the double up bonus, her team has to kill 3 dragons to get it back up to the same amount. Barring the health bonus she gets in dragon mode, if you count dragon respawn rate then it takes alot more requirements to boot, making it feels like they need to buff it a tad bit and just add a cap line to it. Like say maybe she gains 7.5 armor/magic resist per dragon kill but it caps off at 4 dragon kills, meaning she can have a maximum of 35 armor/magic resist in total, which should put it to about the point of when late game hits, which really i would say plenty of 'specific' infinite scale champions like Sion and Thresh need to get hit with some tweaks to not let them scale into ridiculous monsters even if they already have some in a few form.
Never the less, i like to see Shyvana akin to a Mobile Fighter whose style is to task is to go ham on one or more enemies and chase down any that run away, not lock them down and blast them to death. Losing the fire trail on W in favor of a expanding AoE and having the E launch a fireball that stops on one target but in dragon form will make it a huge burn field instead of a AoE close range hit is easier for her to deal that last blow to a target who dashed/flash out of the way when Shyvana jumps on them with her R. Because mainly: "Shyvana is not Singed, she does not run in front of you and damage choke you, nor is she Rammus where he is constantly forcing you to stick to his spiky armadillo hide, she makes herself stick to YOU instead to unload damage onto you."

Before you throw in jungle, masteries and itemization, then i'd rather welcome such shifts because that means we get new champions to take on the top tier spots instead of sticking with the ones who been standing on the top tier too long. Hell i would welcome if Lee'sin and Hecarim got ruined by changes so they can't be auto default instant win and melt enemies even when they are literally stacking tank items and only 1 DPS item.
I mean, what would you guys prefer? The majority of junglers being a bunch of tank build types or would you rather like it if there was more variety(Before you say Shyvana is becoming a tank type jungler, she is still squishie on alot of ends and since she can't CC targets in standard ways that alot of 'tank' junglers' thrive via using, its better to have a team with a tank in one of the lanes so she can play more along the lines of a DPS jungler with a side of tank). Point and case, besides how Twitch was like before the assassin rework update with 'stealth mechanics', i would love to see more presence of squishier especially in early game junglers like my favorite
or are just straight up Assassins who are building 'LIKE' assassins not some pseudo-tank because certain ones can grab
early and then run around the map super fast and easily catch targets and snowball it from there. Though obviously
and
need their neuterings again to balance them out. :/
Oh and plus i'd rather they not ruin her since obviously its kind of nice when we have 'several' jungle based champions and they actually fit into categories of either being good at AoE jungle clearing and others being more suited to clearing singular jungle camps to force them into specific path designs that can lead to certain ones getting specific advantages (like the AoE ones could focus more on clearing the jungle to build up gold and exp faster to get ready for early ganks, while the singular ones likely need to put more attention to grabbing objectives early on as both means to gain exp and grant your team early river vision especially against the jungle'r enemies who can wave large enemy camps early on).
Variety is nice, especially when it directly defines the pros and cons of specific champions and its less of which jungler can do the most things with no cons at all to phase them.
