I understand that, but that doesn't mean that he should get back his generic ADC kit that is almost exactly the same as everyone else's, but everyone else can do his job better. That was kind of where he was at before. He can still be in the bot lane with the right support though, you just have to make sure the other team's ADC/Support doesn't have crazy range that can poke you out of lane every 2 seconds.
The point of the marksman update was to give marksman clear identities and try to move them outside of only being in the bot lane. Riot has stated a lot that they are trying to make other types of champions be able to go into the botlane without severely outclassing ADC's or without ADC's outclassing them.
Graves is fine where he is at, he has a shotgun and shoots a gun that works like most people feel a shotgun would and should. Sometimes that happens to our favorite champions and they move to other lanes or roles that we don't like. Even though he was (and possibly still is) overtuned. I don't think he's nearly as bad as he used to be, the complaints and problems that I've seen about him have died down a lot, but he's in a much better position now then he was when he was in primarily in the bot lane.
