Report feature in champion select

Have a report feature in ranked champion select. This way if people are rude and break the summoners code during champion select, they will get deservingly punished. Too often people disregard general manners and the summoners code in champion select, simply because no one can do anything about it. If you dodge the game to avoid playing with someone who trolls and is super negative, then you get no chance to send a report, yet it is just as important to follow the code in and out of the rift. Riot has stated multiple times about how to obey the code in champion select, yet have never really enforced it.

Therefore, if we have a report feature in champion select, where all 4 other summoners on the team report, it cancels the que, the person being reported gets the effects of a dodge (-3LP, kicked out of promotionals, has to wait 30 minutes to re-que, etc). This way it will show trolls and bad behaviour teammates that you can't get away with it in champion select.

Too often I get games where people use extremely offensive language in champion select, and it sucks because no one can do anything about it. The way it is currently set-up, the trolls and toxic players actually "win". In a battle of good behavior vs negative behavior, the negative behavior wins simply because they get the result they want (someone else has to dodge and pay the penalty) and the good guy loses (they have to dodge and pay the penalty). This promotes negative behavior in champ select. It has happened to me many times, where a last pick will only want one role, and refuses to do anything else. They auto lock the role they want regardless if someone else has taken it, and threaten to ruin the game and 90% of the time, offensive language is used in very negative ways. Racial and homophobic slurs, put-downs, offensive and abusive language, etc.

If riot is really devoted to making a healthier and happier league environment, then the extremely negative people in champion select should be no exception.
