Honestly, as a frequent LeBlanc player, I'm not in support of this nerf. Enemy champions already have the opportunity to use cc effects on LeBlanc as it is, and it's quite effective if used properly. LeBlanc relies heavily on her mobility and her ability to deal quick damage in stressful situations such as team fights.
Let's take a look at LeBlanc as she is right now, as played in Summoner's Rift. LeBlanc is not a viable choice if early-game farming is taken into account, as she doesn't have the attack speed or damage from her auto attacks to clear those minion waves without wasting her W. LeBlanc's E attack is basically useless throughout the early laning phase unless she can get a clear shot on you without landing on a creep. Most of the time, unless it's an extremely rare circumstance, your Q is not a viable choice for poking unless you intend to follow through with your distortion.
With that being said, that actually leads you to the only viable choice LeBlanc has throughout the early game laning phase, distortion. Distortion basically serves as the only possible way to keep up when it comes to cs-ing, and it's her main source of damage through team-fighting, and in escaping. As stated by other posters, there is opportunity to use crowd controlling effects on LeBlanc mid-distortion, so to put a cooldown on LeBlanc's distortion while there are already ways to stop her in place would essentially ruin the entire part of her kit that makes her a unique, and intelligent choice for Summoner's Rift.
