Make it so LeBlanc cannot return to her W immediately, give it a 0.5 second delay. This way we have a decent small chance to CC her before she slams us for over half our health with no time to return any damage/cc her before she just ports back.

You already have the opportunity to CC her. Her dash is not instant, you can throw your cc as she moves forward and she will arrive to her destination stunned. Then you can wreck her since she has negative HP.

Not an option for every champion ever, but it's one of the things that makes for example Syndra a good pick against her.

Zed's shadow does have a travel time. While he can blink instantly if the shadow is already in place, he cannot activate the 2nd W right after the first.

Shaco can poof away, and reappear as 2 of him. And WW can instagib someone at the press of a button.
its not like leblanc is the only champion who does things instantly to get away, or attack.

She already is top 10 this patch. Probably top 5 next as many of the top 10 champions got nerfed. I agree with this suggestion. Her lack of counterplay is especially apparent with the rise of toplane leblanc (played by pros at challenger level). She can just abuse her range, dash in and out, keep melees at range, without any sort of counterplay whatsoever). It is more difficult to cc her than to cc the usual champion, and is impossible to punish her for the free damage if your champion lack hard cc or has a cast time on the hard cc. If they're hitting so many earlygame dominance lane bully champions so hard, I see no reach why leblanc should be left alone.

Ajibat1 votesHonestly, as a frequent LeBlanc player, I'm not in support of this nerf. Enemy champions already have the opportunity to use cc effects on LeBlanc as it is, and it's quite effective if used properly. LeBlanc relies heavily on her mobility and her ability to deal quick damage in stressful situations such as team fights.
Let's take a look at LeBlanc as she is right now, as played in Summoner's Rift. LeBlanc is not a viable choice if early-game farming is taken into account, as she doesn't have the attack speed or damage from her auto attacks to clear those minion waves without wasting her W. LeBlanc's E attack is basically useless throughout the early laning phase unless she can get a clear shot on you without landing on a creep. Most of the time, unless it's an extremely rare circumstance, your Q is not a viable choice for poking unless you intend to follow through with your distortion.
With that being said, that actually leads you to the only viable choice LeBlanc has throughout the early game laning phase, distortion. Distortion basically serves as the only possible way to keep up when it comes to cs-ing, and it's her main source of damage through team-fighting, and in escaping. As stated by other posters, there is opportunity to use crowd controlling effects on LeBlanc mid-distortion, so to put a cooldown on LeBlanc's distortion while there are already ways to stop her in place would essentially ruin the entire part of her kit that makes her a unique, and intelligent choice for Summoner's Rift.
Quort1 votesI like to play Vel'Koz against her... push the waves so she can't roam or is forced to use her Distortion on clearing minions, poke her from a large range, and, if she manages to get close enough for the usual Q>W combo, I drop my Tectonic Disruption on the return pad so she either teleports back and gets stunned (and eats my damage) or is forced to wait a second before returning (and eats my damage anyway). Of course, no strategy is perfect, but this has worked relatively well for me.
Renegade Angel951 votesOr you hit her in the mouth with a stun. It's easy to anticipate when she is gonna distortion. And she is really squishy. Either hit her when she lands next to you or as Xerath or Ziggs hit her when returns. Throw a statchel charge and/or a minefield on her marker. Or as Xerath land a point blank stun, charge your Q and aim it for the marker and not her. Or use your E. And if you miss then it's just her getting the best of you.
