A simple suggestion to help comebacks be more reasonable:

Make the surrender popup not appear in an important part of the screen while you're in the middle of combat.

Seriously, the shit has, on several occasions, caused me to miss stuff because it's actually in the way of me clicking on something I need to. All because someone died in a teamfight and them immediately smashed the surrender vote.

Riot, please. Either make it be hidden when in combat with champions or make it appear somewhere else by default. Maybe have it remember where we had it last game? Just give us some way for it not to fuck up teamfights because someone's surrender-happy.
