The last 2 games I've played LB I've gone up against long ranged pushing champions (ziggs and Vel'Koz), both time my jungler refused to have a presence. So I was pushed under tower for the whole laning phase, and couldnt touch them due to their range. How am I supposed to deal with them?

This is standard procedure when the mid-lane match-up is not favorable.
SmokingPuffin2 votesVel'Koz isn't very good at pushing. You beat him by standing out in front of his minions and zoning him from everything. You should have no trouble with this matchup as LeBlanc.
Ziggs is a good pusher. You have an advantage level 1 that you need to exploit to get faster level 2. Then you need to go all-in at level 2 to force him back or make a kill. After that, you zone him hard. If you don't take an early advantage here, your best bet is to clear the wave with your ult at level 6 and go roam for kills.
If you need to harass opponents that like to stand a long way away, you need to get good at WQE combinations -- W to about max Q range, Q and E them, W back when they try to fight back. This is pretty mana intense work, you're gonna want to buy early regen items.
taleofsonata1 votesIf you roam you sacrifice your tower but if you CAN snowball bottom or top and then they can help you push mid then go for it or else get chalice and farm with W or W R to harrass them because it cover like 1200 range which should be enough to scare them off. Get cooldown reduction to increase your wave clearing potential such has morello
PandahHeart1 votesIf you want to kill them then W to them, throw your chain and q and you will do some good damage. When you have ult it will be even easier to kill. And if Vel tries to knock you up just W back to your spot. Also roam to get your kills. I usually max W for good wave clear so I won't be stuck under tower. When you do come back to lane, someone like Ziggs doesn't have the best disengage, so if you can, get in his face before he backs from farm!
Also, you could just play passive and farm with W so you don't lose CS. But as LB you have mobility to get in with you W, do some damage with Q and E and get back out with your W.

undEAdbUs1 votesNothing you can do - even for OP champs like LB there is must be some counterplay. There is only 2 ways: ask for gank or go roam and kill rest of enemy team. If you can't there is 3 ways then: ban those champions, don't pick LB if your counterpick is picked by enemies, learn to farm under tower.
