Are you implying that Janna being permanently put in the dumpster with a 40% winrate just like Ryze wouldn't be a net positive for the game?

Changing her shield to grant 20 AD and 40 AP would have been both a nerf and a way to increase her facilitation of APs and decrease her facilitation of ADs.
She wouldn't be that much of a problem if the game didn't revolve around ADC's so much. At this point, you can't nerf or change the fundamental problem with the game (IE ADC), but you can nerf the thing that makes the fundamental problem even more of a problem...
Do you know how hard it is to reach a ADC like

It becomes incredible difficult to dive a ADC even with 4 champions.....
Hell, even in Worlds last week, there was a team that couldn't get to the backline to get Xayah. They kinda just killed everyone and couldn't reach her....
Again, Janna wouldn't be a problem if there are multiple champions to protect but at this point, there 2 priority champions..

People hate janna because of the ridiculous steroids she gives ADCs. AD on top of the ardent censer buff and the infinite peel she can provide is just too much.

Yeah, +40 ad isn't the most team centric buff in the game, and not everyone needs peeling(looking at you 
).
Soraka is the most team centric as anyone can use healing or their enemies being silenced.
