I thought I'd propose a solution specifically for the juggernaut class.

Give them some form of innate slow resist (or tenacity for some). I don't mean just slap it on, but add the mechanics into their kit and adjust the powerbudget accordingly. I know having an extra 50% tenacity during nasus ult would make him infinitely more useful than 50% reduced Q cooldown.

If Volibear gained 50% slowresist while using his q, he might actually be able to actually gank or try to engage.

If Udyr's bear stance gave him a brief moment of immunity to slows, (.5-1.5s) he might actually be played.

Give this class something, because they're all mediocre in general and only darius is even semi-viable in diamond+

Who buys merc treads?? Without ninja tabi, the adc will kill you before the cc ends anyway.
If you're talking about stormraiders, that requires you to be able to damage someone, which is never going to happen while you're chain cc'd for 6 seconds

why do you need ninja tabs if teams have cc ?

2ndly it is free they arent paying a gold cost in game for having it therefore effectively nerfing all cc and making champs with cc worst (most juggernauts have some form of a cc ... nasus wither , darius pull and w slows, volibear flip on Q is cc his fear is a form of cc )

and you get mercs if you are facing multiple forms of cc... even adcs have some forms of cc ninja tabs are when you are facing a super fed hyper carry who autos ... or multiple auto attackers

no neither boots are a must go to for every game its situational

2ndly you chose not to get mercs not to get the mastery for reducing cc effects ... so you have to deal with being cced

Tabi may be a little more popular, but it also loses more often. Also, there is a mastery that provides tenacity and slow resist in the defense tree, Storm Raiders only provides slow resist.

juggernauts probably won't be meta unless they're hilariously broken like Cho'Gath

the concept of what they are is very easy to exploit mainly due to how even the champs they're supposed to shit on (tanks) will still make them worthless in a teamfight because they've all been reworked to have absurd amounts of lockdown

but i don't really care about making them meta; as long as i can actually contribute to teamfights again i'd be happy

There is a way to make them useful. Massive dmg buff against objectives (turrets, drks, nash, inhibitor).

lol people here trying to say juggernauts should buy merc treads instead of tabi. I can think of.... 0 scenarios where that's a good idea, as an adc is the primary threat to juggernauts, and there's at least one on every team. Nah though, tell me more about how you bought merc treads on illaoi and wrecked the enemy team of bronze players xd.
