First, I'll spare everyone my grief about forcing new players to buy super expensive champions and runes.
This is about what long time players do with their IP. I've had every relevant rune (40% of them?) for 3+ years, I've kept up with "the new champion" spending IP for years, and yet still I consistently gain IP and basically spend it on name changes.
Things that SHOULD be IP buyable:

Things that SHOULD be IP buyable:
- Everything that costs RP
By that logic, it would include all skins, thus making Riot lose money. That won't be happening. They gave us a way to earn free skins. That's more than enough.
As for things being too expensive, I'll never understand why people aren't willing to put effort into unlocking things. It's really not that difficult to grind IP.
Chroma IP Sales
I'd like to see IP giftable to help new players buy runes. A system that has literally been a complete failure since launch and has barely been improved.
More people would play this game if they cut the time to 30 in half and made runes free.
It's an outdated model that many new mobas have eliminated. All the money is in skins and rage buying champions.
Chroma IP sale is a pretty good IP sink. They probably need to do them more frequently than biannually.
We have Chroma IP Sales now and unless you suck really bad we also have champion masteries. Considering how many champions there are to buy, and how many runes, rune pages etc. There are plenty of places to sink your IP into.
They've added IP sales twice a year to Chromas, we have the occasional icon in IP. They are trying but they definitely will not make EVERYTHING that cost RP into IP because skins are a high income from this FREE TO PLAY game and that's what keeps them going.
I personally own every champion along with every single tier 3 rune and have no issue with the growing of IP.
