Ryze's rework was a total failure and I'm sure Riot is very reluctant to waste resources on another Ryze rework. Every single one has been a failure because they don't understand the "unique champion identity" is what people hate about him and what specifically doesn't work about him. They'll probably leave him in the dumpster hovering around a sub-40% winrate for the remainder of the game's lifetime.
