Because honestly with all the new designs in the game he isn't even annoying anymore. He is suppose to be the most annoying champion bar-none. But I'd rather face Teemo than 80% of the other champions in the game :c this is a clear sign he needs a more overloaded kit.

that argument is so fucking retarded. he can just cs with auto attacks like a normal person and use his q off cooldown on his opponent.
even if he misses 1 cs per wave for not grabbing a minion with his q. the poke, minion denial and zoning from all the damage makes his opponent miss out on much more.

A good Teemo does not lose to a Garen that just buys a single MR item for their first back. Garen is such an immobile fat loser that he will never get close to Teemo before losing half his health or more.

I can beat teemo quite handily as him, and if he lets me get an inch ahead there is nothing that he CAN do without 2 allies to prevent me from killing him.
Besides, even if I F up my laning phase against him, I can buy 
for a free lane win.

There is very little a can do vs a good player. Now

You basic attack him( might miss because of the blind) you w him, hit him with an auto, he tries to move swiftly you pull him in 5 stacks, ult and dead rat. Or you are Garen. he blinds you-you spin(again won't deny the damage. By the time your e ends you can q him, then get a grasp of the undying, ult and again dead rat. Nasus, surely Nasus. Even he can slow you and use his circle, then the blind will end and he q's you. Maybe with Nasus you can deny cs but other than that, nothing.
