Champ winrates and buff/nerfs

Does riot look at the winrate of champions at all? Just this month:

Ryze 40% win rate after nerfs Nidalee 42% from just a spear nerf? Kassadin 45%... Kassadin literally has not seen a winrate above 50% since his ult change.

In contrast Heimerdinger Has never seen a less than 50% win rate as far as I've seen Garen Sitting at a 55% win rate even after numerous slight nerfs

From these numbers are these champions really underpowered? and do these win rates show that changes are needed?

Win rate means nothing John Snow.

Look, do you remember when Leblanc and Elise were considered OP? They both had less than 50% win rate, If I remember well, Elise had 44% win rate yet she was nerfed into oblivion. Same goes for Zed , during the time when he was considered one of the most OP mid laners and a Pick or Ban he was sitting on 47% win rate from bronze to challenger yet they nerfed his base AS and his Ultimate so he fell out of favor.

I do agree that Leblanc Elise andZed were a bit over the edge in the past but they had low win rates because a lot of players played them and performed badly while in the other hand, some champions like Heimerdinger Lux Amumu , etc are over 53% win rate simply because barely anyone plays them and players who play them are usually their mains so they perform fine so win rates are high.

Popularity of a champion affects his win rate more than anything else.

It's like doing a POLL with 30 people and a POLL with 300. POLL with 30 people means literally nothing and proves nothing.
