Does Riot Intentionally Make OP Things to Keep the Game Exciting

I remember pre-nerf WW and now I'm looking at Sated Devourer with arguably even more OP interactions. Even Runeglaive proccing. spell-effects (reported on the first day of PBE and with videos and Reddit posts to boot) seems like another example. I actually don't think AP Ez. is OP but he is now a top tier choice until next patch. Still, I can't help but think that Riot is actively trying to create imbalances and mix things up just for the sake of doing it.

Perhaps they think that this will make more people play to try out these new "OP" builds and champions. It's hard to believe they'd really be so blind as to not notice how their balance changes affect champions after so many years. I think they do it more to shake up the meta and create controversy. It's one way of keeping the game fresh and seeing how teams adapt too. People think Riot is incompetent when they make clearly terrible balance decisions but it may be that they are just great puppeteers and know how to manipulate an audience.

Probably, because I doubt they are seriously that ignorant on how items interact with champions. Especially in the case of WW, how could they have possibly not guessed between smite and devour he would be too strong at the initial release?

[How could Riot be so wrong about how a champion will perform on release?] Especially in the case of WW, how could they have possibly not guessed between smite and devour he would be too strong at the initial release?

Oh, I do think it is possible.   Skarner XinZhao

Of course they do. Cyclical imbalance is how you keep the game interesting. I'm not convinced they intentionally make things super OP, but they definitely aren't afraid to throw overtuned things into the game. It shakes up the game, gets people to try new champions, and keeps people interested in the game without having to introduce new content. https://www.youtube.com/watch?v=e31OSVZF77w

They have to, or else why would you buy them. Unless you liked how a champ Looks they have to make things more Op, or at least OP sounding. After all there is +120 already and plenty of low ip ones. So the new guys have to be able to do everything they could and more to justify bundles.

Plus after the hype is over they can just "rebalance" and move along.

There are a lot more factors in deciding to buy a champion than its power. For example, why do people buy skins? They don't provide ingame boosts.
