The reason why in Dota anti mage doesn't make use of blink dagger or forcestaff is because those are pure utility items that are expensive and only give you a mobility boost.
They could, but in a lot of cases it may not be the best option for them, Ahri and Leblanc are better off building heavy AP items or magic pen, both of them also travel further than the suggested items active anyway. I play both of these champions and I think this item would end up being a very situational pick on them since they don't really need it and it uses up a slot that could have a

Super long range Mages like Lux and Xerath won't use it, because they would rather sit in a safe spot in the back and get maximum damage items
but I can really see Diana and Ekko making use of it. They will absolutely appreciate the health bonus and CDR.
I, for one, am all in favor of making certain items champ-specific so that they can't be abused.
