Riot, your punishment priorities are all screwed over.

I'll just start by saying that, great, it's good to see that toxic ragers are being banned and all that, but what about Leavers and intentional feeders?

I'll be honest, they just seem to come around and around, each one of them saying "Lol I won't get banned" and ruining your match, ranked, promo, whatever, and we believe that by reporting them we are getting rid of them, but godamn, they just never seem to end, I know you will say that it's just 1% of the gamerbase, but damn, that's a broad 1%.

We have no clear way of knowing if they are being actually banned or not, and for all I care, they just get slapped on the wrist and then come back to keep ruining games.

A friend warned me about 2 weeks ago about a certain person who just trolls and feeds in Ranked games, I was curious and have been watching his games, he hasn't been banned, and this was 2 weeks ago of intentionally ruining games, the only reason I don't give that guy's name is because the name shaming policy. So, what gives?

It's sad we should be more afraid of hurting a teammate's feelings by telling them they are doing bad in a way they don't agree with than of intentionally feeding and ruining games. Because I'm damn sure if I had told the good ol' "I'm done RIP your LP" kid I had in my match what was in my mind, I'd be the one banned and not him.
