Didn't he always? I vaguely remember reading that somewhere could totally be wrong though
He gets stacks off of Wards, Turrets, Voidlings, Ghouls, and Illaoi tentacles as well. He gets stacks against literally anything he kills with Q, except maybe inhibitors, because they function differently than everything else with regards to on hit effects.
