thats stupidly too powerful
80% of other 1.0 scalings are stacked up over multiple instances like Rumble's ultimate or have special conditions like Anivia's Frostbite
but there are a handful who just have it right from the start

Other champions with arbitrary 1.0 AP scalings probably have similar reasons.

What would be the point of a 120 AP item if champs had no more than a 50% ratio? Why the high number, just to look good? You could rather have the same effect with a 60 AP item and 100% scaling. But then you'd have 100% champs again.
