Whether its the most recent buff to his stacks. or his last buff, when Q CD reduction was attached to his ultimate.

It doesn't matter, but you need to undo one of them.

The really wierd thing about him right now is that he's barely being picked or banned in korea, but in almost every other region he has a much higher banrate, but not really a much higher pickrate(Check it out here)

None of the stats suggest a problem at all, they're just interesting. He's a low elo stomper, with his highest winrate peaking in iron and slowly decreasing. Sadly he's probably going to get the yorick treatment and get nerfed because of his low elo dominance though.
